Training and Certification of Labor Personnel

Training and Certification of Technical-Engineering and Labor Personnel is carried out in accordance with the provisions of Law No. 151/2022 on the safe operation of industrial facilities and potentially hazardous technical installations, as well as the Regulation on the procedure for certifying personnel working in industrial safety, approved by Government Decision No. 467/2024.

The course aims to develop specific professional competencies required for individuals responsible for the safe operation of hazardous industrial facilities in the following areas of activity:

• Operation of lifting mechanisms;
• Operation of towers and masts;
• Operation of pressure vessels;
• Mining activities.

The training and certification procedure includes the following steps:

1. Organization of the training process;
2. Organization of the certification procedure;
3. Assessment of professional competencies;
4. Validation of results and issuance of grades;
5. Issuance of work permits.

Course Objective:

To provide theoretical and practical foundations for developing and practicing the set of competencies necessary to successfully pass the certification evaluation and obtain a work permit for hazardous industrial operations.

Purpose of Certification:

To assess the professional competence of an individual to carry out specific activities regulated by the provisions of normative acts and applicable technical documents for a defined period of time.

Training and Certification Are Conducted:

• For technical-engineering and labor personnel during initial certification;
• For technical-engineering personnel during periodic certification.

Documents Required for Admission to Training and Initial Certification:

• An application in paper or electronic format from the operator/specialized legal entity and/or individual;
• A copy of the education document (diploma, certificate, attestation, or equivalent document) granting the right to practice a specific profession/specialty;
• Copies of documents regarding relevant training in the certification field;
• A copy of the candidate’s employment document (for applications submitted by legal entities);
• The previous work permit or an extract from SI RSOIITPP containing the same information;
• An extract from the hiring order (in case of changes in the previous permit data);
• A 3×4 photograph.

Certification is carried out in activity fields/specialties specified in the adult continuous training programs, coordinated with the Inspectorate and subject to accreditation or temporary authorization, in accordance with the legislation.

The operator/specialized legal entity may request certification for multiple activities during the same examination session, clearly indicating the activities in the application.
