The section for the Verification of Urban Planning Documentation and Issuance of the General Approval is a subdivision within the directorate responsible for analyzing and endorsing the documentation required for the implementation of construction or urban development projects.
This department ensures that the documentation submitted for obtaining building permits complies with the applicable urban planning, technical, and environmental regulations, and it issues the general approval necessary for the authorization process.
Verification of urban planning documentation: analysis of urban plans, feasibility studies, technical projects, approvals from various authorities (environmental protection, public health, fire safety, energy, etc.), and other documents necessary to establish the compliance of projects with urban planning regulations.
Issuance of the general approval: after verification, the department issues the general approval confirming that the documentation complies with legal and urban planning requirements. This document is essential for continuing the authorization process of the construction or development project.
Consultation with other institutions or authorities: depending on the project’s specifics, additional approvals may be requested from specialized institutions (environmental protection, healthcare, fire safety, etc.).
Endorsement of compliance with local regulations: the department ensures that proposed projects comply with general urban plans (PUG), zonal urban plans (PUZ), detailed urban plans (PUD), sustainable urban mobility plans (PMUD), local urban regulations (RLU), and other applicable technical norms.
According to Order No. 11 of 27.01.2025 on the approval of the Regulation regarding the issuance of the General Approval for urban planning documentation (legis.md), the department issues approvals for:
General Urban Plans (PUG) with the corresponding Local Urban Regulations (RLU);
Zonal Urban Plans (PUZ) with the corresponding RLU;
Detailed Urban Plans (PUD), including those financed by the government or central public authorities for villages with fewer than 3,000 inhabitants, in accordance with Government Decision No. 600/2024;
Sustainable Urban Mobility Plans (PMUD), developed independently of the PUG;
Additionally, according to Article 107 para. (11) of the Urban Planning and Construction Code No. 434/2023, the department endorses Detailed Urban Plans for land located outside the built-up area (extravilan).
