Partnership Agreement Between SPPS and IP OATUCL on Urbanism and National Security

Today, January 31, 2025, the State Protection and Guard Service (SPPS) and the Public Institution Office for Territorial Planning, Urbanism, Construction, and Housing (IP OATUCL) signed a Partnership Agreement, reinforcing collaboration in the fields of urban planning and national security.

The agreement was officially signed by SPPS Director, Mr. Vasile Popa, and IP OATUCL Director, Mr. Nicolae Lupușor, reflecting the shared commitment of both institutions to efficient coordination in managing urban planning projects in strategically important areas.

Objective of the Partnership

The collaboration between SPPS and IP OATUCL aims to harmonize efforts in urban planning and development under enhanced security conditions, ensuring the creation of a functional, safe, and protected urban environment.

Legal Basis of the Agreement

The partnership is established in accordance with the applicable legal framework, including:

  • Law No. 134/2008 on the State Protection and Guard Service,
  • Urbanism and Construction Code No. 434/2023,
  • • Other relevant regulations concerning urban development and the protection of strategic infrastructure.
