Alignment of construction standards with the norms of the European Union

Pursuant to Article 173 of the Association Agreement between the Republica Moldova and the Uniunea Europeană (ratified by Law No. 112/2014), the Republic of Moldova has undertaken the obligation to progressively ensure the conformity of technical regulations, standards, and conformity assessment procedures with the EU acquis.

For this purpose, Government Decision No. 933/2014 approved the Action Plan on the harmonization of technical regulations and national standards in the field of construction with European legislation, including the implementation of Regulamentul (UE) nr. 305/2011 and the complete replacement of GOST standards with European standards.

The process of repealing GOST standards was finalized at the end of 2025, and currently European (EN) and international (ISO/IEC) standards are applicable, adopted as Moldovan Standards (SM).

In this context, certified construction specialists have the professional obligation to apply harmonized European and international standards in order to ensure product safety, presumption of conformity for CE marking, and increased competitiveness on the European Union market.

According to Government Decision No. 46/2026, the Institutul de Standardizare din Moldova (ISM) reaffirms its role as the national standardization authority and facilitator of access to standards, ensuring the adoption of European and international standards, managing access to them, and organizing training programs for specialists.
