Cross-Border Strategic Partnership for the Modernization of the Construction Sector: PI "OATUCL" and Politehnica University Timișoara Join Forces

Chișinău, [03.08.2026 – 04.08.2026] – The Public Institution "Office for Territorial Planning, Urbanism, Construction and Housing" (PI "OATUCL") of the Republic of Moldova and Politehnica University Timișoara (UPT) of Romania have established a long-term strategic partnership. Under a newly signed Cooperation Agreement, an official working meeting was held at the headquarters of the Ministry of Infrastructure and Regional Development (MIRD) with the aim of strengthening institutional cooperation and defining strategic directions for the development of the construction sector.

The event was attended by Mr. Veaceslav Șipitca, State Secretary of the Ministry of Infrastructure and Regional Development, who welcomed the initiative and highlighted the importance of knowledge transfer and international cooperation in aligning the construction sector of the Republic of Moldova with European standards.

The meeting agenda and key discussion topics were coordinated by the management of the Public Institution "Office for Territorial Planning, Urbanism, Construction and Housing", represented by Director Nicolae Lupușor, PhD in Technical Sciences, together with Deputy Directors Eugen Bourceanu and Victor Cebotari.

The delegation of Politehnica University Timișoara comprised:

  • Assoc. Prof. Eng. Simon Alexandru Pescari, PhD – Vice-Rector;
  • Prof. Eng. Victoria Ivașcu, PhD – Vice-Rector;
  • Dr. Eng. Dan-Aurel Diaconu – Administrative General Director;
  • Vlad F. Vinatu (IPCEI, PhD Eng. & Ec.).

During the meeting, the parties agreed on the following priority areas of cooperation:

1. Harmonization of the regulatory framework – cooperation in the drafting, revision and updating of construction-related technical regulations by capitalizing on UPT's scientific expertise, with the objective of aligning the legislation of the Republic of Moldova with European standards.

2. Continuous professional development – development of joint training programmes, professional development courses and practical workshops for specialists in the construction sector, aimed at strengthening professional competencies.

3. Technical cooperation and laboratory infrastructure development – exchange of expertise and implementation of joint activities in the field of specialized laboratories and construction materials testing.

4. Development of research infrastructure in seismic engineering – establishment of a consortium for the creation of a seismic laboratory in the Republic of Moldova dedicated to research, testing and the assessment of the behaviour of structures under seismic loading, thereby contributing to enhanced infrastructure safety and resilience.

5. Joint participation in international consortia and projects – establishment of partnerships for participation in international consortia, implementation of cross-border projects, and access to European Union funding programmes in the fields of research, innovation and infrastructure development.

Through this partnership, PI "OATUCL" and Politehnica University Timișoara reaffirm their commitment to contributing to the modernization of the construction sector and improving the quality of infrastructure by strengthening the direct link between the academic community and the administrative and professional sectors.
