Opening of the Northern Territorial Service of IP OATUCL in Bălți

On January 28, 2025, the official opening of the Northern Territorial Service of the IP Office for Territorial Planning, Urbanism, Construction, and Housing took place in Bălți, at 31 August 1989 Street, No. 47.

This strategic initiative marks an important step in expanding and improving the efficiency of regional services, facilitating the implementation of the Ministry of Infrastructure and Regional Development’s policies, and strengthening collaboration with local public authorities and civil society in the northern region of the Republic of Moldova.

The event was led by:

  • Nicolae Lupușor – Director, IP Office for Territorial Planning, Urbanism, Construction, and Housing
  • Victor Cebotari – Deputy Director
  • Eugen Bourceanu – Deputy Director
  • Anatolie Cecan – Architect, Project Manager for the Northern Division

Representatives of national and local institutions attended the inauguration, including:

  • IM Bureau of Architecture and Planning – Architect, Iulia Goloborodko
  • IP Real Estate Cadastre Bălți – Deputy Head, Viorel Pupăză
  • Northern Regional Development Agency – Head of the Integrated Project Management Department, Constantin Bândiu

The Northern Territorial Service will provide a wide range of essential services for the urban and infrastructure development of the region, including:

  • Consulting in the construction sector
  • Project design services
  • Technical verification and expertise
  • Laboratory research and testing
  • Certification of construction products
  • Training and technical-professional certification of specialists in the construction sector
  • Management and documentation of regulatory acts
  • Processing of permits for public utility and national interest works

This initiative is part of a broader expansion plan aimed at bringing services closer to beneficiaries in the northern region and contributing to the sustainable development of local infrastructure.

The opening of the Northern Territorial Service reflects the institution’s commitment to modernizing and optimizing public services in the fields of urbanism, construction, and territorial planning.
